BIOGRAFIA DEL GENERAL VICTOR FLORENCIO AULESTIA MIER

El 2 de Octubre de 1993, solo dos meses antes de cumplir 79 años de edad, el General
del Ejercito y ex Ministro de Defensa Victor Florencio Aulestia, luego de almorzar en su
casa en Quito, se sento a descansar un momento y con una sonrisa paso a mejor vida.
El reporte medico asegura que su muerte fue instantanea y a causa de insuficiencia
coronaria.

Para aquellos que tuvieron el privilegio de conocerle muy de cerca su vida fue ejemplar.
El vivio y practico fielmente los principios que heredo de sus antepasados, siendo
estos, integridad sobre todas las cosas, obediencia a la ley con exactitud, trabajo con
conciencia, entusiasmo, persistencia y perseverancia. Si alguien en la familia Aulestia
honro el lema tallado en la pared frontal de la casa mas antigua de los Aulestia en el
pais Vasco. "Bekoak Goikoa ezkondu Leidi; ta txikiak handia Benzi Leidi,Asmoz ta
jakitez," ---- "El de abajo puede alcanzar al de arriba, y el pequeño puede vencer al
grande, a traves de la persistencia y el conocimiento." ese sin duda fue el General
Aulestia.

Su ilustre vida comenzo el 23 de Diciembre de 1913 en la Hacienda Balao en la
provincia del Guayas, Ecuador. Sus padres fueron el Teniente Coronel Florencio
Aulestia y Rosa Maria Mier. Su infancia la paso con sus hermanos Carlos y Jose en la
famosa Hacienda Tenguel del consorcio Ingles/ Ecuatoriano Caamaño - Tenguel, en
donde su padre fue el administrador hasta 1919, año en el cual, con la plaga que afecto
al cacao y la economia de la hacienda, decidio regresar a su hacienda en Salcedo
despues de 36 años de ausencia. A ese entonces Victor tenia 6 años, sus hermanos
habian muerto niños y sus padres se habian divorciado. Segun parece la partida
inesperada de su madre causo la impresion en el niño de que ella habia muerto. Esta
impresion se torno en creencia que perduro hasta el resto de sus dias.

La segunda etapa de la vida del futuro General comenzo al
arribar a la hacienda Tachaguango. Casi de inmediato la
familia Aulestia Guerrero arreglaron un matrimonio con la
joven Maria Carmen Lucila Matheu Trujillo, pariente de don
Florencio por parte de su madre Doña Mercedes Guerrero y
Guerrero nieta del Marquez de Maenza.

En el nuevo hogar, Victor crecio en compañia de sus padres
y hermanos, Guillermo Florencio, Maria Luisa y Jose Rafael y
la poderosa influencia de las familias Aulestia, Guerrero y
Matheus. Diez años despues, Por desacuerdos con su madrastra el
joven Victor Florencio, decide dejar su hogar y sin avisar a su
padre viaja a Quito en donde encuentra empleo. Lo que el no
contaba es con la astucia de su padre que tras cuidadosa
investigacion lo encuentra y lo lleva de regreso a casa. Sin
embargo unos meses despues, en 1929, regresa a Quito, esta ves su padre, bajo
protesta, acepta su decision y le permite incorporase al Ejercito ha sabiendas de que el
camino adelante era el mas dificil y menos traficado. Una cosa es cierta, despues de
haber tenido una carrera exitosa como oficial del Ejercito no debe haber sido facil
aceptar la decision de su hijo mayor. Especialmente poque el joven entraria al ejercito
al nivel de tropa. Mas tarde la historia se repetira con los hijos del General.

La tercera etapa de la vida de Victor Florencio Aulestia empieza en 1929, año en el
cual el joven se incorpora como soldado en el Regimiento de Cabos "Yaguachi." diez
años despues por sus meritos, previa educacion, disciplina y habilidad de lider es ascendido a oficial con
el grado de Subteniente. Su primera asignacion como tal fue en el destacamento de las
Islas Galapagos. El Comandante Alfredo Alvear, nuevo Gobernador Militar de Galapagos pidio al Gobierno que se asigne al Teniente Aulestia como su ayudante.

Alli conoce a la joven Hilda Diocelina Triviño (1919 - 1991) hermana de la esposa del Governador Alvear, Laura. Contraen matrimonio el 21 de julio de 1939.
El Gobernador celebro la ceremonia matrimonial de estos jovenes. De este matrimonio que duro mas o menos 8 años nacieron 4 varones,
Victor Hugo, Jaime Alfredo, Ivan Florencio y Manuel Antonio Aulestia Triviño.

En 1941 asciende a Teniente con el pase al Oriente y frontera con Peru.
Poco despues de su llegada, el ejercito del Peru con unos 18,000
soldados invaden a lo largo de toda la frontera. Defendiendo la Fraccion fronteriza Zamora--Nangaritza estaban 2 Jefes, 8 oficiales y 112 de tropa mal abastecidos y mal
armados. Entre los defensores estaba el Teniente Aulestia al mando de
una guarnicion de 15 soldados en la zona de Zumba que no fue invadida por las fuerzas peruanas. Los defensores pelearon heroicamente
pero a medida que se acabaron las municiones algunos de los destacamentos cayeron en las manos peruanas.
Con exception de Zumba. Pocos fueron los sobrevivientes, entre estos el Teniente Aulestia que posteriormente por su accion heroica de la
defensa de Zumba recibio la medalla Abdon Calderon y el ascenso a Capitan.
De alli en adelante, su carrera militar sobresale en todo aspecto y por eso recibe muchas condecoraciones y meritorios ascensos.

Durante el año 1946 el gobierno del dictador Jose Maria Velasco ibarra le pone a disponibilidad y es encarcelado , con otros oficiales superiores,
en el Penal Garcia Moreno por oponerse a la dictadura. Ocupa la celda siguiente a la celda donde fue asesinado Eloy Alfaro.
Cuando Velasco Ibarra es derrotado, Victor, por algunos meses trabaja de civil en las nuevas instalaciones de la petrolera Shell-Mera.

En 1947 se reincorpora al ejercito.

El 3 de Octubre de 1951 contrae matrimonio con Sara Roxana Diaz Guerrero (25 Sept.
1921, hija de Desiderio Diaz Bayas y Angela Guerrero). Para 1955 ya es Teniente
Coronel con asignacion a la Comandancia General del Ejercito en Quito. En una de sus
asignaciones de visita a la comandancia de la provincia del Oro, ciertos oficiales
rebeldes presumiendo ser descubiertos lo reciben con pistola en mano, esta accion
resulto en un tiroteo en el cual fue herido gravemente y casi pierde su vida.

Los proximos años fueron muy fructiferos y varios de ellos
estuvo en en el Brazil, primero en la Escuela de Guerra y luego
como Agregado Militar. Durante ese tiempo tambien estudio
leyes en la Universidad de Rio de Janeiro. En 1960 ascendio a
General de Brigada y casi inmediatamente, por decreto
Presidencial a General de Division. Para entonces tenia solo 47
años de edad. Posteriormente sirvio como Comandante
General del Ejercito y finalmente como Jefe de Estado Mayor
de las Fuerzas Armadas. A la fecha de su retiro 9 de Mayo de
1962 consta en los anales de las Fuerzas Armadas como General del Ejercito.


Su carrera militar de casi 28 años fue brillante, el fue admirado y respetado por sus
compañeros y subalternos por su ejemplo, habilidad como lider y su integridad total.
En 1972, se unio al Gabinete del general Rodrigues Lara como Ministro de Defensa.
Los comentaristas de ese entonces lo consideraron como el mas influyente en dicha
administracion, y totalmente intolerante al brote del terrorismo y secuestro de avion que
ocurria en esa epoca. Su Doctrina de Seguridad Nacional que la formulo en 1969, fue
entonces implementada efectivamente para neutralizar y poner fin a las acciones
subversivas.

Durante su tiempo como Ministro, basado en la creencia de que para administrar el
Estado se requiere preparacion academica especializada de postgrado, el General
Aulestia formulo y implemento la creacion del Instituto de Altos Estudios Nacionales. El
objetivo principal de este Instituto era formar una base de expertos capaces de generar
reflexion teorica sobre la realidad ecuatoriana, metodologias y guias de aplicacion para
ejecutar tareas de conduccion de las politicas publicas, la administracion y la gerencia
de instituciones del sector pœblico. El Instituto de Altos Estudios Nacionales es una de
las grandes contribuciones para el Ecuador. Impulso la conscription agraria.

Posteriormente de su renuncia como Ministro, se dedico a enseñar en el Instituto de
Altos Estudios Militares, y a compartir su vasto conocimiento con oficiales
preparandose para servir en el Estado Mayor de las Fuerzas Armadas en la Academia
de Guerra. Tambien dicto conferencias en las academias de las Fuerzas Armadas.

En 1975, digna de mencionarse es su actuacion como defensor de los oficiales
enjuiciados en el Consejo de Guerra Extraordinario. Este Consejo fue la herramienta
por la cual el General Guillermo Rodriguez Lara, trato de sancionar a los oficiales, que
al mando del General Raul Gonzalez Alvear, que intentaron tomar a la fuerza el Palacio
Presidencial el 1 de septiembre de 1975. Dicho Consejo de Guerra culmino
abruptamente cuando los defensores especiales, Generales Victor Aulestia, Galo
Latorre, Julio Orellana y Julio Espinosa, presentaron una brillante y convincente
argumentacion que obligo al General Rodrigues Lara terminar el Consejo de Guerra y
decretar su propia sentencia, siendo esta el destierro a Panama no solo de los
acusados si no tambien de los Generales Aulestia y Latorre. Quienes fueron
conducidos al aereopuerto con lo que estaban vestidos y sin dinero. Afortunadamente,
fueron bien recibidos por su amigo, el General Omar Torrijos quien les dio asilo politico
hasta la caida del gobierno de Rodriguez Lara en Enero de 1976. Despues de su
regreso al pais, el General Aulestia acepto del nuevo gobierno militar el cargo de
director de la colonizacion del Oriente y mas tarde en su ultima asignacion como
Asesor de las Fuerzas Armadas.

El General Aulestia fue un hombre de inmensa rectitud e integridad, se educo y formo
solo y dio todo de si en cada etapa de su ilustre vida. La herencia que dejo a sus hijos
fueron los principios por los cuales vivio y se distinguio..

On October 2, 1993, just two months before turning 79 years old,
Army General and former Defense Minister Victor Florencio Aulestia, after lunch at his
home in Quito, sat down to rest a moment and with a smile he passed away.
The medical report said his death was instantaneous and cause by a cardiac arrest.

For those who were privileged to know him closely his life was exemplary.
He lived and practiced faithfully the principles inherited from their ancestors, these being,
integrity above all else, obedience to the law, work with
awareness, enthusiasm, persistence and perseverance. If someone in the family Aulestia
honor the motto carved into the front wall of the oldest house in the Aulestia
Basque country. "Bekoak Goikoa ezkondu Leidi; ta txikiak handia Leidi Benzi, Asmoz ta
Jakitez, " “ the one below can reach the one above and the small can defeat the powerful, through persistence and knowledge. "
that certainly was General Aulestia.

His illustrious life began on December 23, 1913 at Hacienda Balao in
province of Guayas, Ecuador. His parents were Lieutenant Colonel Florencio
Aulestia and Rosa Maria Mier. His childhood was spent with his brothers Carlos and Jose in the
famous English hacienda de Tenguel consortium / Ecuadorian Caamano - Tenguel in
where his father was the manager until 1919, the year in which the plague that affected
cocoa and economy of the farm, decided to return to his ranch in Salcedo
after 36 year absence. At the time Victor was 6 years old, his brothers had died and his parents had divorced. 
Apparently the unexpectedly departure of his mother cause in the child the impression
that she had died. This impresion affec ted the child until the last days of his life.

The second stage of the life of the future General begun in the hacienda
Tachaguango. Almost immediately after their arrival to the hacienda
Doña Mercedes Guerrero and Guerrero granddaughter of the Marquis of Maenza and relative of Florencio by his mother side,
arranged a marriage of the young Carmen Maria Lucila Matheu Trujillo
with Florencio Aulestia.

In the new home, Victor grew up in the company of their parents
and brothers, Guillermo Florencio, Maria Luisa and Jose Rafael and
the powerful influence of the Aulestia, Guerrero and
Matheus families. Ten years later, young Victor, for disagreement with his young stepmother , decides to leave home and without telling his
father traveled to Quito where he finds employment. What he does not know
is that his father had many connections in Quito and after careful
investigation finds him and takes him home. 
But a few months later, in 1929, Victor returned to Quito, this time his father, under
protest, accepts his decision and allowed him to incorporated in the Army with the knowledge that th
the way ahead was the most difficult and least trafficked. One thing is certain, after Florencio
having had a successful career as an army officer should not have been easy to
accept the decision of his eldest son. Especially the young Victor would enter the army
at the level of troop.  History will be repeated itself with the children of the General.

The third stage of the life of Victor Florencio Aulestia begins in 1929 when he
is incorporated as the young soldier in the Regiment Cabos "Yaguachi." Ten
years later because of his merits, education, discipline and skill as a leader is promoted to Lieutenat.
 His first assignment as such was in the first detachment of the troops in the
Galapagos Islands. Commander Alfredo Alvear, new Military Governor of Galapagos, asked the Government to
assign Lieutenant Aulestia as his assistant.

There he meets the young Hilda Diocelina Triviño (1919 - 1991) sister of the wife of Governor Alvear, Laura Triviño . They married on July 21, 1939.
The Governor held the wedding ceremony of these youth couple. From this marriage, that lasted 8 years 4 boys were born,
Victor Hugo, James Alfred, Ivan Florencio, Manuel Antonio Aulestia Triviño.

In 1941 Lieutenant Aulestia is assigned to the Oriente border with Peru.
Shortly after his arrival, the army of Peru with about 18,000
invaded along the entire border. Defending the border Fraction Zamora - Nangaritza were 2 high rank officers,
8 officers and 112 enlisted men poorly supplied and poorly
armed. Among the defenders was Lieutenant Aulestia with a garrison of 15 soldiers in the Zumba area that was
invaded by the Peruvian forces. The defenders fought heroically
but as they ran out of ammunition, some of the detachments fell into the hands of Peru
with the exception of Zumba. There were few survivors, among them Lieutenant Aulestia and his 15 soldiers.
Later for his heroic action of the defensa of Zumba he receive the medal Abdon Calderon
and was promoted to Captain.

From there on, his military career excels in every aspect and therefore receives many awards and meritorious promotions.

During 1946 the distatorial government of Jose Maria Velasco Ibarra suspended and imprisoned several military officers, among them was Captain Victor F. Aulestia,
in the Penal Garcia Moreno for opposing the dictatorship. Capitan Aulestia occupied the cell next to the cell where Eloy Alfaro was killed.
When Velasco Ibarra is defeated, Captain Aulestia worked for a few months, for a few months as a civilian in the new facilities of the oil company Shell-Mera.

In 1947 he rejoined the army as a Major.

On October 3, 1951 he married Sara Roxana Diaz Guerrero (September 25.
1921, daughter of Desiderius Berry and Angela Diaz Guerrero). By 1955 it is Lieutenant
Colonel assignment to the Army General Headquarters in Quito. In one of its
inspection trips to visit the headquarters of the province of Oro, certain rebel officers
presuming to be discovered greet him with pistol in hand, this action
resulted in a shootout in which he was severely wounded and nearly lost his life.

The next years were very fruitful and several years he was in
Brazil, first at the War College and then as a
Military Attaché. During that time he also studied
law at the University of Rio de Janeiro. In 1960 he was promoted as
Brigadier General and almost immediately, by
Presidential decree to Division General. By then I was only 47
years of age. Later he served as Commander General of the
Army and finally as Chief of Staff of the
Armed Forces. At the time of his retirement May 9
1962 recorded in the annals of the Armed Forces as a Army General.

His military career of almost 28 years was brilliant, he was admired and respected by his
peers and subordinates by his example, ability as a leader and its overall integrity.
In 1972, he joined the Cabinet of General Rodrigues Lara as Minister of Defense.
The commentators of the time saw him as the most influential in that
administration, and totally intolerant to the outbreak of terrorism and hijacking of aircraft that
occurred at that time. He wrote the National Security Doctrine that was formulated in 1969, and was
then implemented effectively to neutralize and stop the subversive actions

During his time as Minister, based on the belief that to manage the
State requires specialized graduate academic preparation, General Aulestia
formulate and implement the creation of the National Institute of Advanced Studies. The
main objective of this Institute was to form a base of experts capable of generating
theoretical reflection on the situation in Ecuador, methodologies and guidelines for
driving perform tasks of public policy, administration and management
of public institutions. The National Institute of Advanced Studies is one of
great contributions to Ecuador. He impulse the agricultural conscription.

Later, after his resignation as Minister, he taught at the Institute of
Advanced Military Studies, and share his vast knowledge with officers
preparing to serve in the General Staff of Armed Forces at the War Academy.
 He also gave lectures at the military academies.

In 1975, worthy of mention is his performance as a defender of the officers
tried in the Special War Council. This Council was the tool
whereby General Guillermo Rodriguez Lara try to punish the officers who,
commanded by General Raul Gonzalez Alvear, tried to take by force the Presidential Palace
September 1, 1975. This court martial
abruptly ended when the special advocates, General Victor Aulestia, Galo
Latorre, and Julio Espinosa Orellana, presented a brilliant and convincing
argumentation that forced General Rodrigues Lara to end of the War Council and
enact its own judgment, he exiled to Panama not only the accused but also General Aulestia and Latorre. 
Who were taken to the airport with what were dressed and penniless.
. Fortunately, were well received by his friend, General Omar Torrijos who gave them political asylum
until the fall of the government of Rodriguez Lara in January 1976. After the
return to the country, General Aulestia accept a position under the new military government as the
director of the colonization of the Oriente and later in his last assignment as
Advisor to the Armed Forces.

General Aulestia was a man of great rectitude and integrity, was educated and formed
alone and gave everything of every stage of his illustrious life. The legacy he leaves to your children
were the principles by which he lived and distinguished himself.
